What is BASIX?

BASIX is the Building Sustainability Index.
It is a web-based planning tool designed to assess the potential performance of new homes against a range of sustainability indices:

Landscape, Stormwater, Water, Thermal Comfort and Energy.

The first stage of BASIX focuses on reducing Water and Energy use.
BASIX has set targets for these indices which all new development must meet.

NSW Government targets for sustainable residential development

The introduction of BASIX into the development approval process reflects the commitment of the NSW Government to water and energy conservation.

As BASIX is introduced in your local government area, residential development must be designed and built to use 40% less drinking-quality water and produce 25% less greenhouse gas emissions than average NSW homes of the same type.

The target for reduced greenhouse gas emissions will increase to 40% from 1 July 2006.


How and when will BASIX be implemented?

From 1 July 2004, a BASIX Certificate will be compulsory with applications lodged for all new homes in Sydney, unless a development applicant entered into a building agreement before 1 July 2004 or an agreement on or after 1 July as a consequence of an offer made or deposit paid before 1 July 2004. BASIX does not apply to a development if a development application or an application for a complying development certificate for that development was lodged with council before 1 July 2004.

BASIX will be a mandatory component of the development approval process in NSW under the Environmental Planning and Assessment Act 1979, through the Environmental Planning and Assessment Amendment (Building Sustainability Index: BASIX) Regulation 2004 and State Environmental Planning Policy

 

What are the requirements for a BASIX Certificate and where will it apply?

1 July 2004, Local government areas in Sydney, except Blue Mountains, Hawkesbury and Wollondilly, Unless a development applicant entered into a building agreement before

1 July 2004 or an agreement on or after 1 July as a consequence of an offer made or deposit paid before 1 July 2004, a BASIX Certificate that meets required Water and Energy scores must be submitted with proposals for:

  • new single dwelling houses built on a single allotment of land (whether attached or detached)
  • new dual occupancy: that is two dwelling houses (whether attached or detached) on a single allotment of land, including strata title dual occupancy
  • new boarding houses, guest houses, hostels, lodging-houses and backpacker accommodation under 300 square metres in area.
